    Location: Hoofddorp / UK / US / Remote 

    Shape and implement global workforce solutions, establish scalable standards and drive international transformation. 

    Are you an experienced Program Manager with deep, hands-on expertise in Recruitment MSP, contingent workforce and workforce solutions? Do you understand how MSP models, supplier ecosystems, workforce technology and service delivery models work in practice — and can you use that expertise to shape a global approach? 

    We are looking for someone who can challenge our current approach with credible market insight, identify what good looks like, and translate that expertise into a scalable global model

    As Program Manager – Global Workforce Solutions, you will help define and implement the global standard for our workforce solution portfolio. Working closely with CBO (Central Business Office) portfolio and service owners, subject matter experts and regional teams, you will turn strategy, market expertise and best practices into scalable operating models, standards and implementation programs. 

    Your role sits at the intersection of MSP/workforce-solutions expertise and global program management. Rather than owning live MSP operations, you will use your experience and external perspective to help shape how our workforce solutions should work globally, challenge existing ways of working where appropriate, and programme-manage the implementation of the resulting standards and solutions across regions. 

    Your impact 

    In this role, you will lead complex, cross-regional strategic initiatives within the global workforce solutions portfolio. You will bring together your understanding of the Recruitment MSP and contingent workforce landscape with strong program management and transformation capabilities. 

    You will work closely with CBO portfolio and service owners, SMEs and regional teams to define what good looks like globally and translate this into scalable standards, operating models and ways of working. 

    You will bring external market knowledge and practical MSP experience to challenge existing approaches, identify best practices and opportunities for improvement, and turn these into practical solutions that can be implemented across different markets. 

    A key part of your role will be understanding the end-to-end MSP operating model: from demand management and requisition processes through supplier engagement, candidate delivery, VMS processes, performance management, compliance and reporting. 

    You will translate strategic objectives into structured implementation plans and programme-manage their delivery across regions. You will provide governance, structure and visibility across multiple initiatives, managing risks, dependencies and escalations while ensuring delivery against agreed outcomes, KPIs and timelines. 

    You will also help ensure that global standards are effectively adopted across different markets — creating consistency where it adds value while allowing for the local operational, contractual and regulatory differences inherent in international workforce solutions. 

    Within the first 12–18 months, you will have: 

    • Helped define and implement a clear, scalable global standard and blueprint for MSP and workforce solutions, with appropriate regional variation 

    • Successfully delivered multiple cross-regional strategic workforce solution and transformation initiatives 

    • Improved the scalability, governance and effectiveness of MSP/workforce-solution operating models and services 

    • Increased adoption of standardised processes, frameworks and best practices across regions 

    • Established or improved KPI, SLA, governance and reporting frameworks for key services and initiatives 

    • Identified and implemented opportunities to improve supplier performance, service quality, efficiency and commercial value 

    • Built strong alignment between portfolio and service owners, regional teams, technology, suppliers and other relevant stakeholders 

    • Successfully embedded strategic workforce transformation initiatives across multiple regions or business units 

    What you will do 

    • Programme-manage strategic global MSP and workforce-solution initiatives from strategy and design through implementation and adoption 

    • Translate workforce and MSP strategy into structured implementation programs 

    • Work with CBO portfolio and service owners, SMEs and regional teams to develop and improve MSP operating models, processes and governance structures 

    • Bring external market knowledge and MSP expertise to challenge existing ways of working and identify opportunities for improvement 

    • Define and drive global standards while ensuring solutions can be effectively adapted and adopted within local markets 

    • Drive stakeholder alignment across portfolio and service owners, regional teams, technology, suppliers, clients and other relevant stakeholders 

    • Establish and manage KPIs, SLAs, governance, reporting and performance-management frameworks 

    • Analyse MSP and workforce performance data to identify improvement opportunities and support decision-making 

    • Partner with regional teams to implement and embed new MSP processes, workforce solutions and operating models 

    • Support the implementation and optimisation of VMS and related workforce technology 

    • Manage risks, dependencies, resistance and escalations across international initiatives 

    • Support the optimisation of supplier ecosystems, service delivery and workforce partnerships 

    • Build strong relationships with senior stakeholders across multiple countries and business functions 

    • Identify opportunities to improve service delivery, candidate supply, compliance, efficiency and commercial value 

    • Ensure new processes, standards and solutions are effectively adopted and embedded within the organisation 

    About the role 

    You will operate in an international organisation undergoing significant transformation and growth. This role sits at the intersection of workforce solutions, Recruitment MSP, strategy, operations, technology and change

    Your role is to help define what good looks like globally, translate that into scalable standards and operating models, and programme-manage implementation together with our regional teams and service owners. 

    You will bring a combination of external market expertise, deep MSP/workforce-solutions knowledge and strong program management capability. You will be expected to challenge existing ways of working where appropriate, identify best practices and help turn them into a practical global approach. 

    The role requires someone who can operate comfortably between strategy and execution: someone who understands the detail of MSP and workforce solutions, but can also step back and see how these services should work as part of a scalable international portfolio. 

    We are therefore not looking for a generic Program Manager or an operational MSP account lead. We are looking for someone with genuine MSP/workforce-solutions expertise who can use that knowledge to shape and implement complex global transformation

     

    Job requirements

    What you bring 

    We are looking for someone who can genuinely say: 

    “I am an MSP/workforce-solutions expert, and I know how to programme-manage complex global transformation.” 

    Your experience may come from an MSP/workforce-solutions provider, a client-side contingent workforce environment, workforce consulting, or a VMS/workforce-technology organisation

    You bring: 

    • 8+ years of experience in program, project or workforce-solutions management, including substantial hands-on experience within MSP, contingent workforce or related workforce-solutions environments 

    • Deep practical knowledge of the end-to-end Recruitment MSP operating model, including areas such as supplier ecosystems, VMS, demand and requisition processes, performance management, KPIs/SLAs, compliance and reporting 

    • Proven experience translating workforce-solutions expertise into operating models, standards, processes or transformation initiatives 

    • Proven experience driving operational change, transformation and implementation initiatives within complex organisations 

    • Experience working with workforce technology and service-delivery models, ideally including VMS, ATS or related workforce platforms 

    • Experience operating across multiple countries and navigating the operational, contractual and compliance considerations of international workforce programs 

    • Excellent stakeholder-management skills, including the ability to influence senior stakeholders and navigate complex or competing interests 

    • The ability to bring structure to complex environments and drive alignment across countries, functions and business units 

    • Experience with program governance, KPI management, risk management, reporting and performance monitoring 

    • Strong operational and commercial awareness, including performance management, supplier ecosystems, cost optimisation and contractual considerations 

    • Experience working with suppliers, service providers or workforce partners and understanding how to optimise supplier ecosystems and service delivery 

    • Strong organisational, analytical and problem-solving capabilities 

    • Excellent command of English 

    • Agile or SAFe certification is a plus, but not required 

    Compensation 

    We offer a gross monthly salary between €5,000 and €6,800, depending on your level of seniority, relevant experience and overall match with the requirements of the role. 

    In addition to your base salary, you are eligible for a target bonus of up to 15% of your annual gross salary. The bonus is partly based on company performance and partly on individual performance.
